Climate and air: anti-smog protocol from 15 September to 15 April and the ARPA traffic light

The municipal anti-smog protocol runs from 15 September to 15 April: structural limits on older vehicles in built-up areas and, when PM10 exceeds the thresholds for three consecutive days, orange and red levels of the ARPA traffic light with bans extended up to Euro 5 diesels, limits on wood heating and 18 degrees in buildings. The Move-In scheme allows mileage-based exemptions.

Structural restrictions

In the municipality's built-up areas, cars and commercial vehicles up to Euro 2 (petrol or diesel) and LPG or methane vehicles up to Euro 1 are banned all year round, 24 hours a day; from 15 September to 15 April, Euro 3 and Euro 4 diesel cars are added on weekdays from 8:30 to 18:30, and mopeds and motorcycles up to Euro 1 for the whole season. Some routes stay open to reach the designated car parks; the map is attached to the municipal sheet. Pellet boilers under 35 kW must use certified A1 pellet, and burning plant material is banned from 15 September.

ARPA traffic light: orange and red levels

When PM10 exceeds 50 µg/m³ for three consecutive days, level 1 (orange) starts: diesel cars up to Euro 5 are also stopped from 8:30 to 18:30, idling engines are banned, wood-burning heaters below the "5-star" class are banned where an alternative exists, all open-air burning is forbidden, average temperatures in homes and commercial premises are capped at 18 degrees with a 2-degree tolerance, and slurry spreading is banned. Above 75 µg/m³ for three days, level 2 (red) starts, with stricter rules for commercial vehicles. The traffic-light status is checked on the ARPA Piemonte bulletin.

Move-In

Owners of restricted vehicles can join Move-In, the mileage-based exemption tracked by a black box: for new Piedmont users the Region covers the device cost, so the first-year contract costs 20 euros instead of 50, with limited funds allocated in order of enrolment.
