Under 35 Guarantee Fund
The Comune di Bergamo's Under 35 Guarantee Fund complements the Fondo Abitare Under 35 and protects landlords who let at canone concordato to tenants under 35 admitted to that fund. During the first three years of the contract it covers up to six months of rent unpaid through no fault of the tenant (a sudden loss of income, for instance through dismissal or illness, verified by the Agenzia Abito Bergamo), unpaid condominium charges and damage exceeding the deposit, up to a cap per contract.
- Eligible contracts are canone concordato leases starting in 2026, registered with the Agenzia delle Entrate, with an addendum signed by landlord, tenant and Comune.
- Enrolment is free for the landlord and is done online (SPID, CNS or CIE) or at the Agenzia Abito Bergamo, which answers Monday to Friday from 9 am to 12 noon.
- For 2027–2029 the Comune is entrusting to an operator 14 municipal flats for people in severe marginalisation under the Housing First model, with educational support towards independent living.
