Climate and hazards: regional temporary anti-smog measures, seismic zone 4, floods and landslides in the city

From 1 October to 31 March, if provincial PM10 exceeds the threshold for several days, Como applies the regional temporary measures, with limits on the most polluting vehicles in the urban area. Como is in seismic zone 4. According to ISPRA, 2,996 residents (3.7%) live in areas of medium flood hazard and 1,300 (1.6%) in areas of high or very high landslide hazard.

Temporary anti-smog measures

Como is one of the Lombardy municipalities with more than 30,000 residents in "Fascia 1" where, during the winter half-year (1 October – 31 March), the regional temporary measures for PM10 apply. When the provincial average exceeds 50 µg/m³ for two consecutive days (checked on Mondays and Thursdays), the first level starts the next day; on the seventh consecutive day, the second level. In the urban area the first level bans petrol cars (including LPG or methane) of Euro 0 and 1 and diesels up to Euro 4, even with a particulate filter, from 7:30 to 19:30. Across the province, open-air burning is also banned, buildings are capped at 19 °C (with a 2-degree tolerance), idling while parked and slurry spreading are forbidden; where an alternative exists, biomass heaters must be at least 4-star (5-star at the second level).

Seismic and hydrogeological risk

In the seismic classification list updated in May 2025 by the Civil Protection Department, Como is in zone 4, the least hazardous of the four. According to the indicators of ISPRA's IdroGEO platform (2024 report on hydrogeological instability), 2,996 residents, 3.7% of the population, live in areas of medium flood hazard and 1,300, 1.6%, in areas of high or very high landslide hazard. House hunters can check the area on the municipality's map on the same platform.
