The statute

Como's municipal statute was approved by City Council resolution no. 120 of 9 July 1991 and last amended by resolution no. 87 of 13 October 2025. Its opening articles define Como as a "City messenger of Peace", committed to friendship between cities and peoples, and recall its position as a border city open to Europe and its role as provincial capital, bishop's see and university seat; the municipality's commitments include protecting the landscape and the natural, historical and cultural heritage, partly in support of tourism.

Coat of arms, banner and Abbondino d'Oro

The coat of arms is red with a silver cross, the motto "Libertas" and the city crown; the banner (gonfalone) is a white cloth embroidered in gold with the coat of arms and the words "Città di Como". The municipality awards the Abbondino d'Oro, a civic merit certificate made up of a diploma and a medal, to people, bodies and associations that have served the city: proposals go to the mayor by 30 June and the committee may award only one per year, by 31 December.
