Housing: districts, regulated short-term lets, Casa SpA and DSU

An expensive, tight market: the historic centre is dominated by tourist lets, now limited by the 2025 municipal Regulation and its 2026 extension to nine zones; Campo di Marte and Gavinana for families, Novoli and Rifredi for students and workers, Isolotto and the belt for tight budgets. ERP managed by Casa SpA, university residences by DSU Toscana.

The real market and short-term lets

The residential market is Tuscany's tightest: tourist pressure removed flats from ordinary letting for years. In 2025 the municipality approved a Regulation on short-term tourist lets that bans new openings in the UNESCO area of the historic centre and requires registration, authorisation and minimum floor-area standards; the Tuscany Regional Administrative Court rejected the operators' appeals and the regional tourism law gives existing businesses a transition period until 2028. By a resolution of 4 June 2026 the city council extended the limits to the «first ring» around the historic core (subzones A3 and A4), which according to the press covers nine areas, including Campo di Marte, San Jacopino, Gavinana, Statuto-Rifredi and Libertà. Students struggle to find rooms in September and many contracts are transitional or student-type; agreed-rent contracts are common thanks to local agreements.

Public housing and student accommodation

Public housing in the Florence-area municipalities is managed by Casa SpA, which administers over thirteen thousand dwellings; the ERP calls are run by the municipality, with points-based rankings and long waiting times. The municipality also promotes agreed-rent homes and social housing projects in regeneration areas (Novoli, former Manifattura Tabacchi, Rovezzano). DSU Toscana runs fourteen university residences in Florence with about 1,900 beds allocated through an annual call by ISEE income and merit, plus grants and canteens.
