First steps with the municipality
- Residence registration
The declaration is filed online with SPID or CIE from the municipal services portal (Fascicolo del cittadino) or by appointment at the Municipi registry offices. You need the registered lease or the owner's consent and, for non-EU citizens, the residence permit. A local police check verifies the address.
- Electronic identity card
Booking through the Interior Ministry's CIE agenda or the municipality's booking system; issued at the registry desk of the chosen Municipio and delivered by post.
- GP, waste tax, parking
Choosing a GP goes through ATS Città Metropolitana di Milano (online with SPID or at its desks). The TARI waste tax is managed by the municipality. Residents apply for the parking permit of their zone and any Area C/Area B exemption.
Waste, water, health
Waste collection is by Amsa (A2A group) and is door-to-door across the city: each building puts out bags and bins on the days and times of its calendar, with separate fractions for organic (compostable bags, collection covering the whole city), paper, plastic and metals, glass and residual waste in transparent bags. Bulky items are collected free on booking or taken to the recycling centres. Fines for wrong disposal are frequent.
Tap water is managed by MM, comes from the groundwater aquifer and is drinkable and tested; the municipality has installed «water houses» in many districts dispensing still and sparkling water for free. Public healthcare is coordinated by the ATS; the main hospitals are Policlinico, Niguarda, San Raffaele, Humanitas, Sacco, San Paolo and the Buzzi for children.
- Shopping: supermarkets of every chain open on Sundays too, street markets in every Municipio, Paolo Sarpi for Asian food. Shopping streets: Corso Buenos Aires (one of the longest in Europe), Corso Vittorio Emanuele, Via Torino, the Quadrilatero for luxury, Corso Como, the Navigli and Corso di Porta Ticinese for independent shops.
- Libraries: the Milan library system has the Sormani as its central branch and libraries in every Municipio, with free lending and study rooms; the Braidense and the Ambrosiana are historic libraries; university libraries are open to outsiders on registration.
- Newcomers: the municipality's multilingual «Welcome to Milan» guide explains permits, housing, work, health and schools; the universities' welcome desks (the Statale's for international students) handle visas, residence and housing; the municipal desk for foreign citizens and neighbourhood associations in the Municipi run free Italian courses.
- Opening hours: Milan is the Italian city with the longest hours; many shops and supermarkets open on Sundays and some pharmacies and supermarkets stay open at night.
