- Kalsa and Loggia/Vucciria: the most restored part of the historic centre, near the sea and the Foro Italico; many short-term lets, evening noise.
- Albergheria/Ballarò and Capo: historic markets, mixed population, restored palaces next to ruins; low rents, scarce services.
- Libertà, Politeama, Notarbartolo: bourgeois apartment blocks, shops, offices, tram and Notarbartolo station; the highest rents in the city.
- Zisa, Noce, Malaspina, Uditore: working- and middle-class districts, well served by bus and tram; good value.
- Viale delle Scienze, Oreto, Policlinico, Corso Tukory: campus and hospitals; rooms for students and health staff.
- Mondello, Partanna, Addaura: villas and flats by the sea; scarce annual rentals, holiday lets in summer.
- Brancaccio, Sperone, Bonagia, ZEN, Borgo Nuovo: working-class districts with large public housing; the cheapest, weak services and transport.
How the market works
The market is large but uneven: in the historic centre the growth of short-term lets has reduced annual supply and pushed rents up, while in working-class districts large flats are found at low prices, often needing work. Many landlords ask for guarantees and prefer transitional contracts; regulated rents are available under the Comune's territorial agreement. Check the state of the building (the historic centre still has many buildings under safety orders), the presence of a tank and pump for water rotation and, on upper floors without a lift, exposure to summer heat.
Public housing and students
Public housing falls under the IACP of Palermo, a regional institute that manages council flats and their rankings, and under the Comune, which has its own stock and publishes allocation calls; demand far exceeds supply and waiting lists are long. For students, ERSU Palermo allocates through an annual call (published in summer) scholarships, beds in the university residences in the historic centre and at Viale delle Scienze, canteens and rent contributions.
