Climate and air: 2026/27 heating ordinance and Pavia Città 30
The Comune di Pavia regulates the 2026/27 heating season by ordinance: heating from 15 October to 15 April 2027, up to 10 hours a day until 30 October and 13 after, and 19 degrees (plus 2 tolerance) in homes. The Città 30 project also aims to improve air quality.

Heating ordinance
To contain consumption and cut greenhouse-gas and pollutant emissions, the mayor signed an ordinance for the 2026/27 heating season: from 15 to 30 October systems may run at most 10 hours a day between 5:00 and 23:00; from 31 October to 15 April 2027, at most 13 hours, again between 5:00 and 23:00. In residential buildings the maximum temperature stays at 19 degrees (plus 2 tolerance), 1 degree below the national limit; for industrial and craft buildings the limit is 18 plus 2.
Exclusions and exceptions
Hospitals, clinics and nursing homes, protected facilities for minors, the elderly, disabled and vulnerable people, nursery schools and nurseries, pools and saunas are excluded. Outside the permitted period systems may be switched on only if the weather justifies it, for no more than 7 hours a day; the ordinance provides administrative fines for non-compliance.
Air and civil protection
Among the stated aims of the Pavia Città 30 project, part of the PUMS, is cutting traffic air and noise pollution. The Comune's home page shows the civil-protection alert for the zone Pavia belongs to.
