Housing: the Comune's calls for social housing
In Terni, social housing (ERS) is allocated through calls issued by the Comune: the latest one found, from 2023, offered 70 homes, required a low ISEE and at least five consecutive years of residence or work in Umbria, and its ranking lasted two years. Check the municipal website for new calls.

How ERS calls work
The Comune di Terni allocates social housing through public calls under regional law 23/2003. The call published on 30 October 2023 by the Welfare Directorate offered 70 homes, new or refurbished, with quotas reserved for young couples, single-parent families and other groups. Eligible applicants were Italian and EU citizens, holders of long-term or international-protection permits and foreign nationals with a permit of at least two years and regular work, with residence or main employment in the Comune or the social district, built up over at least five consecutive years in Umbria, with no other suitable home and an ISEE within the call's ceiling. Applications were submitted online only through the citizen services of the municipal website, with SPID or CIE, and the final ranking remained valid for two years from approval.
Rent
Rent in ERS homes is proportionate to the property's value and the household's means, under regional law and regional regulation 7/2019.
