How to apply
ATC Piemonte Nord explains that the call is issued by the municipality and publicised on municipal and ATC channels and in the regional official bulletin; a commission appointed by the Region draws up the provisional ranking, which can be challenged within 30 days of publication. There is no fixed calendar: open calls are listed in the "Bandi in corso e graduatorie" section of the ATC site.
Main requirements
Italian, EU and non-EU citizens with a valid residence permit or international protection can apply, with residence or main employment in Piedmont for at least five years, of which at least three (not necessarily consecutive) in the municipality issuing the call or a nearby one in the same area. The household must not own a suitable home nor already hold social housing in the region, and a valid ISEE is required. Submission rules are those set in each call.
ATC in the VCO
Verbania is not among the offices listed by ATC Piemonte Nord (Novara, Biella, Vercelli, Gravellona Toce): the office for Verbano-Cusio-Ossola is in Gravellona Toce, at corso Marconi 22. I found no municipal short-let rules on official pages.
