Structure
Fewer than half of working-age Sicilians are employed and the unemployment rate is among the highest in the country, with even worse figures for women and young people; undeclared work is widespread in agriculture, construction, tourism and services. Public administration, including the Sicilian Region's bodies and companies and the health service, is the main stable employer. Then come retail, tourism and catering, agriculture (citrus, vines, the Vittoria and Pachino greenhouses, with many foreign workers), transport and logistics. Industry weighs little: refineries and petrochemicals at Priolo-Augusta, Milazzo and Gela, in transition; microelectronics and photovoltaics in Catania (STMicroelectronics, 3Sun); shipyards in Palermo; agri-food.
Hubs and seasonality
Catania is the most dynamic private hub (Etna Valley, services, logistics, university), Palermo the administrative and services hub, with growth in tourism and remote work. Seasonal tourism work runs from April to October, peaking in summer in Taormina, Cefalù, San Vito Lo Capo, the Syracuse area, the Aeolian Islands and Lampedusa; on the minor islands and in inland villages services close off season. The citrus harvest (winter) and the grape harvest (August–September) absorb seasonal labour. Regional and municipal public competitions remain a much sought-after entry route.
Services and incentives
Job centres are run directly by the Sicilian Region (Labour Department), which publishes vacancies, notices and courses and manages the GOL programme; the Region has launched competitions to strengthen them after years of understaffing. ISTAT and SVIMEZ (a research association, not an official source) document for Sicily one of the largest outflows of young people and graduates to the Centre-North and abroad. Businesses that invest can access the ZES unica tax credit and the single authorisation; the Region also has its own incentives funded by EU programmes, whose calls should be checked on the regional website.
