Sectors

Umbria's labour market is small and relies heavily on the public sector: the Region, health care, university and schools are the main employers in Perugia. Industry is concentrated in Terni (special steels, chemicals, energy) and along the Valle Umbra (Foligno with aerospace and engineering, Spoleto, Bastia Umbra); agri-food includes confectionery in Perugia, oil, wine, truffles and cured pork in the Valnerina; the Perugia area has a knitwear and cashmere district; Deruta and Gubbio produce ceramics. Many Umbrian graduates move to Rome or the North for lack of skilled jobs.

Seasonal work and commuters

Tourism offers work from Easter to October in the art towns and on the lakes (Trasimeno), with peaks tied to events (Umbria Jazz, Festival dei Due Mondi, Eurochocolate) and the religious anniversaries of Assisi, Cascia and Norcia; agriculture needs seasonal labour for the grape and olive harvests (October–November) and for tobacco in the Upper Tiber valley. There are no frontier workers; commuting to Rome from the Orvieto and Terni areas (about an hour by train) is significant.

Employment services

Job centres are run by ARPAL Umbria (Regional Agency for Active Labour Policies), which publishes vacancies, training calls, traineeships and GOL measures; the Region funds hiring incentives through the Lavoro per Te portal. Post-earthquake reconstruction in the Valnerina generates demand in construction.
