Who allocates the homes
Public housing (edilizia residenziale pubblica, ERP) consists of publicly owned homes let at a rent linked to household income. Besides its own homes, the municipality of Barletta also allocates the homes in the city managed by ARCA Puglia Centrale (the regional housing agency), as regional law 10/2014 provides. Households enter the general ranking by taking part in the competitive call.
Requirements and application
The municipality lists as requirements residence or work in Barletta, not owning a home suitable for the household, not having illegally occupied public housing in the previous 5 years, and a total annual household income of no more than 18,400 euros (Regione Puglia resolution no. 1849 of 21/11/2025); non-EU citizens need an EU long-term residence permit or a two-year permit that allows work, or refugee or subsidiary-protection status. The application is filled in online in the personal area of the municipal website («ERP» icon) with SPID or CIE, or applicants can book an appointment at the offices; it costs a 16-euro revenue stamp.
What is changing
With regional law 3/2025 Puglia established that from 1 January 2027 total annual household income will be replaced by the ISEE value, with limits set by a regional executive resolution. The municipality warns that requirements may change.
