Identity: capital of a mountain territory between the Prealps and the Dolomites

The municipal statute places Belluno between the Venetian Prealps and the Dolomites, in the middle of the Valbelluna, and calls it the capital of an entirely mountainous territory with cultural and linguistic features, including Ladin ones. The city is made up of the historic core and the hamlets; its gonfalon bears the War Cross and the Gold Medal for Military Valour.

History in the preamble

The preamble to the statute describes Belluno as a border and transit town, tied since ancient times to waterways and above all to the Piave. It recalls the long Venetian period (15th-18th centuries), which left deep roots, the role of capital of the whole province (Department of the Piave) acquired in the Napoleonic era and kept under Austria, the War Cross for Military Valour for the First World War and the Gold Medal for Military Valour for the war of liberation.

City and hamlets

According to article 1, the city is made up of the historic core and the hamlets (frazioni), which keep their own community identity but are an integral part of the Belluno community; the Comune recognises forms of self-administration by the hamlets of common-use land (usi civici). In its relations with other institutions it claims the role of capital of an entirely mountainous territory, with cultural and linguistic features, including Ladin ones.

Symbols

The coat of arms is a blue shield with a gold cross and two red winged dragons facing each other, topped by the crown of a city; the seal shows Saint Martin on horseback giving his clothes to the poor man; the gonfalon is a red cloth with the coat of arms and the motto «Furor (namque) eius serpentini furoris instar». The statute in force was approved by the city council in 2015 and later amended.
