Bilingualism and public employment
Bilingualism exams were introduced in 1976 by Presidential Decree no. 752 of 26 July 1976, implementing the Autonomy Statute: the certificate attests knowledge of Italian and German together and is an essential requirement for working in public administration in South Tyrol. There are four levels, C1, B2, B1 and A2, matching the knowledge required according to the educational qualification required for the post. Each exam has four modules (listening, reading, writing and an oral test) held on the same day.
Registration is on the provincial civis platform; for registrations in September 2026 the stated waits were about two and a half months for C1 and three months for the other levels. Cancellations must be notified at least three working days before, otherwise the candidate is excluded for six months. Some international language certificates can be recognised: the list is on the exam service's website.
Public and private
Access to public-sector posts is also governed by the proportional system between language groups. The Province publishes vacancies in provincial employment on its portal and provides the eJobLavoro service and information on unemployment benefits and labour protection.
In the private sector, the NOI Techpark on via Volta, run by NOI S.p.A., is South Tyrol's innovation district, organised in the Green, Food & Health, Digital and Automotive | Automation sectors, with competence hubs for smart and sustainable manufacturing.
