Cost of living: municipal income surcharge, discounted ATAF passes, residents' parking

Municipal IRPEF surcharge
According to the Department of Finance, for 2025 the municipal surcharge on IRPEF (personal income tax) in Foggia has a single rate of 0.8%; the entry shows no exemption threshold. The reference is resolution no. 65 of 26 April 2007, confirmed; the Department notes that the rate was not transmitted by the Comune and was entered by the Department.
Buses
According to ATAF's 2024 Service Charter, besides hourly tickets, ten-ride carnets and ordinary passes (fortnightly, monthly, quarterly and half-yearly) there are discounted passes for two groups: minimum-pension holders, people with a disability of 70% or more and people with a low ISEE (means-test indicator), including those over 65; school students of every level and university students not enrolled in postgraduate courses. Residents of the outlying villages (borgate) have a monthly "Borgata + Città" pass. Tickets and passes are sold at the ATAF office at the piazzale Vincenzo Russo bus terminal, at about a hundred authorised outlets and through the MyCicero app named in the Charter; ATAF's website now links to online purchase on MooneyGo.
Parking
ATAF also runs pay parking, in force on weekdays in the morning and afternoon, with annual, quarterly, monthly and weekly passes linked to the number plate. Residents of a zone without free parking can obtain one annual permit per household, valid only in the zone shown and without a reserved space; a household's second car can get a discounted annual pass. Permits are issued at the ATAF office at the bus terminal.
