Municipal income-tax surcharge
In the rates published by the Department of Finance for 2025, Livorno applies a flat municipal IRPEF surcharge of 0.8% (a confirmed rate entered ex officio by the Department).
Bando Affitti
Every year the Comune, through its housing-needs office, publishes a call that partly refunds rent paid, under Law 431 of 1998. Applications are online only, with SPID, CIE or CNS. Applicants need residence in Livorno in the rented home, a registered lease and limits on ISE, ISEE and assets; they are split into two bands according to how heavily the rent weighs on the ISE. The grant from the 2026 call, scaled down according to the number of eligible applicants, will be paid in 2027, around April or May, starting with the lower band.
