Housing and neighbourhoods in Milan
Italy's tightest market: little supply, high rents, crowded viewings and guarantee requests. The metro is the logic of choice. Brera and Porta Nuova at the top; Città Studi, Lambrate, Bicocca and Bovisa for students; Isola and NoLo changing fast; Baggio and Affori for families on a budget. Public housing through Aler Milano and the municipality; Milano Abitare for agreed rents.

The market
Finding a home in Milan takes time and ready documents: employment contract or admission letter, payslips or an Italian guarantor, sometimes a bank guarantee. Good listings vanish within days and group viewings are normal; agencies charge one month's rent plus VAT as commission. The most common contracts are the 4+4 at free rent, the 3+2 at agreed rent (with the Milan local agreement setting rent bands by zone and giving tax discounts to the landlord) and the transitional one for students and temporary workers.
Short-term rentals have reduced residential supply in the centre and tourist areas; the municipality has started regulatory measures and the Lombardy Region requires registration of properties with an identification code. The metro is the most reliable criterion: five lines and the Passante put the centre within half an hour of almost every district, and the rent difference between two stops can be considerable.
Public housing, agreed rent, students
Public housing is managed by two bodies: Aler Milano, a regional company, and the municipality with its own stock (managed by MM). Applications are filed through the regional housing services platform when calls open, with waiting lists by ISEE income and family situation. The municipality also promotes social housing at controlled rents (cooperatives, foundations) and the social letting agency Milano Abitare, which matches landlords and tenants for agreed-rent contracts with guarantees and contributions.
For students, university residences (each Lombard university manages its own student support directly) cover a limited share of demand; most live in shared rooms in Città Studi, Lambrate, Bicocca, Bovisa, NoLo and along the M2 towards Cologno and Gessate. Private student halls run by international operators are growing but expensive.
