Housing: ATC Piemonte Nord social housing and EDISU residences
Social housing is allocated through calls issued by the Comune and rankings drawn up by a regional commission; ATC del Piemonte Nord, legally based in Novara, collects the applications. Out-of-town students can compete for a place in the city's three EDISU residences.

Students
EDISU Piemonte has three university residences in Novara: Castalia, Europa and Perrone. Places are allocated by competition to out-of-town students enrolled at a Piedmont university, through the same call as the study grants, which sets procedures and deadlines each year.

Social housing
The Agenzia Territoriale per la Casa del Piemonte Nord (ATC, the territorial housing agency) has its legal seat in Novara, at viale Verdi 3/a, with offices also in Biella, Vercelli and Gravellona Toce. Social-housing flats are allocated through a call issued by the Comune, at the intervals set by regional law 3/2010; ATC receives the applications and publishes calls and rankings.
Eligible are Italian and EU citizens, legally resident non-EU citizens and holders of international protection who have had their residence or main work in Piedmont for at least five years, of which at least three, not necessarily continuous, in the Comune issuing the call or another in the same area. The household must hold no ownership, usufruct, use or habitation rights over an adequate dwelling in Italy or abroad, and an ISEE certificate is required. A commission appointed by the Region draws up the provisional ranking; objections can be filed within 30 days, after which it becomes final.
