The 2025 Provincial Economic Report, presented on 2 September 2026 by the Cremona-Mantova-Pavia Chamber of Commerce, puts the province of Pavia's value added at 15,247.8 million euros, 3.4% of the Lombard total. It is made up of 69.2% services, 22.3% industry in the strict sense, 6.4% construction and 2.1% agriculture.
Employment and sectors
The provincial unemployment rate is 4.1%, up because of a strong rise in women's labour-force participation; employment grew by 2.1%. In agriculture rice-growing and wine-making lead, the latter concentrated in the Oltrepò Pavese. Manufacturing output closed 2025 at +0.6% after a strong recovery in the second half.
