Money and taxes in Italy

Euro, cards accepted almost everywhere, a legal cash limit. Anyone living in Italy for most of the year is tax resident and taxed on worldwide income under three IRPEF brackets; specific regimes exist for the self-employed (forfettario), inbound workers, foreign pensioners and new residents. Contributions go to INPS; annual return with the 730 or Redditi form.

Currency, payments, bank account

The currency is the euro. Cards are accepted in the great majority of shops and public services; cash payments between different parties are allowed only up to a threshold set by anti-money-laundering law (art. 49 of legislative decree 231/2007), changed several times over the years: the amount in force is published by the Agenzia delle Entrate and the Ministry of Economy.

Anyone legally resident in an EU state has the right to open a basic payment account in any EU country: the bank cannot refuse it just because the applicant does not live in that country, but it may ask for proof of a genuine interest in the account and must apply anti-money-laundering rules (identification; in Italy the tax code, codice fiscale, is required). Registered residence is not compulsory for an account, although many banks ask for an address in Italy. An IBAN from another EU state cannot be refused for salaries, bills, refunds or direct debits if the counterpart accepts those transactions from domestic accounts, and euro transfers to other EU countries must cost the same as domestic ones. Alongside traditional banks there are online banks and prepaid cards with an IBAN, including those of Poste Italiane.

Tax code and tax residence

The tax code (codice fiscale), assigned by the Agenzia delle Entrate, identifies a person in every dealing with public administration and private parties (health care, employment and rental contracts, banks, utilities). People arriving on a long-stay visa are generally assigned one as part of the residence permit procedure (for digital nomads the questura communicates it); in other cases it is requested at Agenzia offices or, from abroad, at the consulate.

For income tax purposes a person is resident in Italy if, for most of the tax period, counting fractions of a day, they have in Italy their residence under the civil code, their domicile, meaning the place where their personal and family relationships mainly develop, or are physically present in the country. Anyone registered in the resident population register for most of the year is presumed resident, unless proven otherwise (art. 2 TUIR, as amended by legislative decree 209/2023 and in force since 2024). Residents are taxed in Italy on income wherever earned; bilateral double-taxation treaties determine which state taxes each type of income and how double taxation is removed, usually through a credit for taxes paid abroad or an exemption. Someone working in one country and living in another is as a rule taxed where the work is performed, according to the treaty between the two states.

IRPEF brackets 2026 (art. 11 TUIR, text in force from 1 January 2026). Regional and municipal surtaxes (addizionali) are added, with rates set by Regions and Comuni; deductions and exemption thresholds depend on the type of income.

  • Flat-rate regime, regime forfettario (Law 190/2014, art. 1, paras. 54-89): for individuals with a business or professional activity and annual revenues or fees not exceeding 85,000 euro, with employee and ancillary labour costs within 20,000 euro gross. Income is determined on a flat-rate basis and taxed with a 15 per cent substitute tax, reduced to 5 per cent for the start year and the four following years if the activity is new (no activity in the previous three years, not a mere continuation of a previous job). The regime ends from the same year in which revenues exceed 100,000 euro; exclusions include those who received employment or pension income above the threshold in para. 57. No VAT on invoices and simplified obligations.
  • Inbound workers, lavoratori impatriati (art. 5 of legislative decree 209/2023, for transfers from 2024): employment, assimilated and self-employment income produced in Italy counts towards taxable income at 50 per cent, up to 600,000 euro a year, for the year of transfer and the four following years. Conditions: not having been resident in Italy in the three previous tax periods (longer if working for the same employer or group), a commitment to remain resident for at least four years, work performed mainly in Italy, high qualification or specialisation requirements. The taxable share falls to 40 per cent for those moving with a minor child or having a child during the period. If residence is not kept for four years the benefit is recovered with interest.
  • Foreign pensioners in the South (art. 24-ter TUIR): anyone receiving a foreign pension who moves their tax residence to a Comune with no more than 30,000 inhabitants (the threshold in the text that Normattiva shows in force from 7 April to 31 December 2026) in Sicilia, Calabria, Sardegna, Campania, Basilicata, Abruzzo, Molise or Puglia (or to listed earthquake-area Comuni) may opt for a 7 per cent substitute tax on foreign-source income, for the year of transfer and the nine following years, if they were not resident in Italy in the five previous periods and come from a country with an administrative cooperation agreement.
  • New residents with foreign income (art. 24-bis TUIR): anyone who was not resident in Italy for at least nine of the previous ten tax periods may opt for a lump-sum substitute tax on income produced abroad, equal in the current text to 300,000 euro per tax period and 50,000 euro for each family member included, for a maximum of fifteen years; capital gains on qualified holdings in the first five years remain under ordinary taxation. The amount has been raised several times (decree-law 113/2024, Law 199/2025) and applies according to the date residence was transferred.

Tax return, contributions, pensions

Income is declared every year with the 730 form (employees and pensioners; the Agenzia delle Entrate provides a pre-filled version) or with the Redditi Persone fisiche form (VAT-registered individuals and other cases). Deadlines are set year by year and published on the Agenzia delle Entrate website; CAF tax-assistance centres, patronati and accountants (commercialisti) help with filing, for a fee or under agreements.

Employees pay social security contributions through their employer, who withholds them from pay and remits them to INPS; self-employed workers without a professional fund register with the INPS Gestione separata, artisans and traders with the respective INPS schemes, professionals with a professional register with their own fund (cassa). Rates are updated every year by INPS.

Anyone who has worked in several EU or EEA states or Switzerland applies for their pension in the country where they live or last worked; each state adds up the periods completed in the others to check eligibility and pays its own share in proportion to the years covered (EU coordination of social security). In Italy the competent institution is INPS, which has a section dedicated to rights and obligations within the Union.

I work remotely from Italy for a foreign employer: where do I pay tax?

If you are tax resident in Italy under art. 2 TUIR (most of the year with residence, domicile or presence in Italy), the income is taxable in Italy even if paid by a foreign employer; the double-taxation treaty with the other state sets how double taxation is avoided and which state has priority, as a rule the one where the work is physically performed. Social security contributions follow their own rules. The case should be reviewed with an accountant.

What is the ISEE?

The Indicatore della situazione economica equivalente measures a household's economic situation (income, assets, composition) and is calculated by INPS from the Dichiarazione sostitutiva unica (DSU). It is used to access means-tested social benefits and reduced fees (nurseries, university, exemptions). It is requested online on the INPS website or through a CAF.

Are there property and inheritance taxes?

Yes. IMU is a municipal property tax, with different rules for the main residence and for other properties and rates set by Comuni within legal limits; there is also an inheritance and gift tax with rates and allowances that depend on the degree of kinship. Current rates and allowances are on the pages of the Dipartimento delle Finanze and the Agenzia delle Entrate.

Can I open an account without residence in Italy?

Anyone legally resident in an EU country is entitled to a basic payment account in Italy; the bank may ask for proof of a genuine interest and must identify the customer. In practice an identity document and tax code are needed; some banks also ask for an address in Italy or the residence permit.

Tax rates, thresholds and deadlines change almost every year with the budget law and implementing decrees; the amounts shown are those in the official texts consulted on 13 October 2026. This page describes mechanisms and is not advice: for your own situation (residence, favourable regimes, treaties) you need an accountant or tax adviser and a check on the Agenzia delle Entrate pages.
