OMI zones

The property market observatory (OMI) of the Agenzia delle Entrate has a central zone B1 «Centro storico», to which the values in the data block below refer, and a central zone B7 «Zamboni – Casteltialto – Aldrovandi – San Vitale». Other semi-central zones are named after the former Galvani, Malpighi and Marconi districts or streets such as Irnerio and Centotrecento. Quotations change from zone to zone: for a specific address it is worth checking the zone on the OMI map.

Short-term lets: what happened

With the first variant to the Piano Urbanistico Generale the city had introduced a new use category, B3, for non-hotel tourist accommodation in homes, and a minimum usable floor area of 50 square metres for units in the historic city used this way. In ruling no. 10361 of 29 December 2025 the Consiglio di Stato annulled those acts for a procedural flaw (changes made after adoption without a new publication), without finding the B3 category or the floor-area limit unlawful on the merits; meanwhile the previous rules apply.

In December 2025 the city executive started the second variant to the PUG. According to the city it identifies the parts of the historic centre with an excessive concentration of short-term lets, where it will no longer be possible to open new ones (for example inside the cerchia del Mille), and other areas where the change of use to B3 may instead be encouraged. Safeguard measures apply from the moment the proposal is formally taken up; the city expected final approval towards the end of 2026.
