Historic-centre ZTL
The ZTL covers the historic centre, has gates marked and monitored by electronic systems since 7 November 2012 and is active every day of the year, 24 hours a day. Those who can request a permit include residents and domiciled persons, owners of private parking spaces inside, shop and public-establishment owners, market stallholders, home-care providers and sales agents; healthcare staff have a specific permit for home visits. For emergency entry, where possible, the toll-free number 800177720 is notified beforehand; otherwise the entry is regularised within 48 hours with the form and documents, failing which it counts as unauthorised.
How to apply and cost
The application is submitted online through the "Accedi al servizio" procedure, with SPID or CIE, attaching the documents required for the category; the authorisation is issued within 30 days. Two revenue stamps of 16 euros are required for every permit, plus a 5-euro processing fee for permanent permits (none for temporary ones); changes to data cost 5 euros and payment is by PagoPA or bank transfer. Permanent permits last three years with annual renewal, doctors' permits five years, temporary ones up to six months; the badge is collected at the Local Police URP office.
Buses
ATAP S.p.A. – Azienda Trasporti Automobilistici Pubblici delle Province di Biella e Vercelli publishes on its site a journey planner, app ticketing and service notices, including for Vercelli. On the pages consulted the municipality does not name the operator of the urban service.
